LAB RISK ASSESSMENT

Linear alkylbenzene is one of the few compounds whose risk towards the environment and human health has been extensively evaluated in accordance with the Council Regulation 793/93 on the evaluation and control of the risks of existing substances. The report was prepared by the Italian National Health Institute following the principles for the assessment of risks to man and the environment, laid down in Commision Regulation (EC) 1488/94. The evaluation considers the emissions and the resulting exposure to the environment and to the human population in all life cycle steps. Following the exposure assessment, the environmental risk characterization for each protection target in the aquatic, terrestrial and soil compartment was determined. For human health the scenarios for occupational exposure, consumer exposure and human exposure indirectly via the environment have been examined and the possible risks have been identified.

The report concludes that "there is no concern for the environment and/or for human health. There is at present no need for further information and/or testing or for risk reduction measures beyond those which are being applied already". HERA project on LAS concluding no risk

The HERA (Human and Environmental Risk Assessment) project, as European voluntary industry programme on ingredients of household cleaning product, concluded:

• For the environmental risk assessment of LAS, the use of LAS does not present any ecological risk for the studied environmental compartments. This conclusion can be generalized to all LAS usages in Europe.
• For the human health assessment, the use of LAS in household laundry and cleaning products raises no safety concerns for consumers.
   

ROBUST SUMMARIES ON LAS STUDIES IN SEDIMENTS AND SOILS

As part of the update of HERA-LAS report recently completed by ECOSOL team, a set of robust summaries on key studies concerning LAS have been developed by Gent(Belgium) University according to US-EPA guidance that can be found at: http://www.epa.gov/opptintr/chemrtk/robsumgd.htm. Robust summaries have been conducted on sediments and soil studies.

OECD LAS SIDS Dossier

An industry consortium , lead by CLER, of LAB suppliers and LAS manufacturers was formed in 1996 to compile the necessary documents for the SIDS program under the sponsorship of US-EPA.
SIDS is the Organisation for Economic Cooperation and Development´s (OECD) voluntary high production volume chemicals assessment program (HPV). The SIDS program requires the preparation of three major documents:

• Comprehensive set of summaries of the available health and environmental data, called a Screening Information Data Set (SIDS dossier or IUCLID data set)
• An assessment of the data (SIDS Initial Assessment Report, SIAR)
• A summary of the assessment with human health and environmental conclusions (SIDS Initial Assessment Profile, SIAP)

SIAM-17 (November 2003) agreed with the human health assessment of LAS and complimented the consortium on the extent of health data and exposure information provided.

• The LAS HERA team is comprehensively reviewing the acute and chronic aquatic toxicity data and will provide the key studies for the Consortium to prepare study summaries and incorporate into the SIAR and SIAP.
• In addition, the consortium will revise the environmental section based on the OECD comments and provide revised documents to EPA for review and submission to OECD for SIAM-19 (October 2004).

SIAM-20 (April 2005) agreed with the Environmental part of the LAS dossier presented at the meeting held in Paris and concluded that LAS is "Low priority for further work" and therefore of low regulatory concern. A summary report (SIAP) of the LAS assessment will be posted to the OECD website within the next few months, and supporting documents will also be posted at a later stage.
